ABOUT THE TRANSIT DEVELOPMENT PLAN

The Kings County Association of Governments (KCAG) is overseeing the Kings County 2020 Transit Development Plan (TDP), which is a five-year plan for the operation of transit services in and to Kings County.

​The main goal of the TDP is to optimize use of transit resources to best meet transit needs. The steps for developing the TDP include:

Review current conditions & services
Picture
Look at population, especially those who most depend on public transit. Evaluate operations of the Kings Area Rural Transit (KART) and the Corcoran Area Transit (CAT).
Identify needs & gaps in services
Picture
Identify the needs and gaps in services based on population, service availability (areas of service, frequency times), and outreach feedback. Outreach will involve discussions with transit staff, workshops with stakeholders, community-wide surveys, and rider surveys.
Develop service scenarios 
Picture
Develop scenarios to meet future needs that might include the following:
Changes to route alignments
Drop service area with low ridership or add service to areas with a higher need
Changes to service frequency ​
Higher frequency if demand warrants it and if it is sustainable

Changes to service hours
Earlier or later start times, depending on demand and resources available; changes based on days of the week; summer vs. school session hours
Develop a five-year plan
Picture
Pick the best elements of the scenarios, and develop them into a 5-year plan:
Operating Plan
Changes to services and ridership projections
Capital Plan
Bus replacement plan, bus stop improvements, etc.
Marketing Plan
Strategies to market the 5-year plan
Financial Plan
A year-by-year financial plan showing projected expenses and revenues. The financial plan will be balanced, but will include priorities for cuts if necessary, or expansions if possible
